Is it soap or a detergent?

Soap. The block is made from saponified coconut and extra virgin olive oils, not synthetic detergents.

Does it count toward the 4 oz soap bar tiers?

No. The dish block has its own volume tiers, starting at 12 blocks, and Unscented and Citrus count together.

How much is the Citrus block?

$11, or $1 more than Unscented at $10. Both get the same discount per block at each tier.
